Mount Greylock Junior Classical League Constitution
PREAMBLE
We the members of the Mount Greylock Junior Classical League, subscribing to the regulations and policies of Mount Greylock Regional High School, establish this Constitution to govern the matters within our organization.
ARTICLE I- IDENTIFICATION
Section I: Name
The name of this organization shall be the Mount Greylock Junior Classical League.
Section II: Affiliations
The Mount Greylock Junior Classical League is a chapter of the Massachusetts Junior Classical League and the National Junior Classical League.
ARTICLE II- PURPOSE
Section I: Purpose
The purpose of the MGJCL is to not only expand a love of learning for the classics throughout the Mount Greylock School District, but also to spread the values created by the peoples of Greece and Rome throughout the communities of the Northern Berkshires.
Section II: Symbols
The symbol of the MGJCL is a torch enshrined in a laurel wreath, in accordance with the MassJCL and NJCL symbol.
ARTICLE III- MEMBERSHIP
Section I: Membership
All Mount Greylock Regional High School Students shall be eligible to be members of the Mount Greylock Junior Classical League.
Section II: Dues
All members must pay the annual membership fees determined by the Mount Greylock administration and the MassJCL state board.
ARTICLE IV- OFFICERS
Section I: Expectations
The selection committee defined in Article V shall publish a list of the duties of each board member prior to the start of the academic year. All board members must agree to fulfil those expectations.
Section II: Presidency
The president of MGJCL is an additional title conferred on one of the board members as selected in Article V. The president shall lead the MGJCL in all necessary duties and preside over the executive board.
Section III: State and National Officers
Officers of the MassJCL and NJCL boards shall be considered affiliates of MG executive board, expected to attend all meetings, and responsible for keeping the MGJCL President abreast of all MassJCL and NJCL event and/or contest deadlines.
Section IV: State Candidacy
All members interested in running for a position on the MassJCL state executive board shall make their intentions known to the current president a minimum of two weeks before the state candidacy deadline. In the case of a conflict, either of the total number of candidates or if two candidates seek the same position, the decision shall be made by the following criteria, in this order:
Current state board members should be given preference, and current MGJCL executive board members should be given preference over other members.
More senior members, as determined by their academic grade, should be given preference.
Executive board members highest in the MGJCL gavel order should be given preference.
Section II: Removal from the Board
A. If any officers are in any way derelict in their duties, another member(s) of the board may bring forth concerns at the board meetings. The board will then vote to decide if a board member must oversee this officer more closely. The board members shall first work with the officer in an effort to correct the situation. If, however, these efforts are not successful, removal proceedings will begin.
B. Removal proceedings can be initiated by any state board member, under the provision that part A of section IV under article V has already been completed. The state chair assigned to oversee the officer’s duties will then give her opinion on how the officer has done since they have been identified as being derelict in their duties. The Executive Board will then vote, and may remove an officer from office by at least a ⅔ vote.
Section IV: Terms of Office
The term of office shall be one academic year.
ARTICLE V- ELECTIONS
Section 1
Elections of officers shall be held annually at the end of each academic year and determined by the MGJCL populus. (end).
Section II
If an elected officer resigns in media res without just cause he or she shall be suspended from returning to that office or holding another office that year, and shall be suspended from running for another office for one (1) additional year.
Section III
Upon a vacancy in the executive board, the board may vote to appoint a new officer or to distribute the duties of that board member among the officers.
Section IV
In the case that more than 2 candidates run for the same office, a vote by rank shall be held.
Article VI – MEETINGS
Section I
A. The Executive Board shall meet at least semi-monthly.
B. Meetings of the Executive Board shall abide by Robert’s Rules of Order Revised unless the present Constitution, bylaws, or standing rules otherwise provide.
C. Decisions should generally be made by consensus. If a consensus can not be reached, any board member may call for a vote, which must pass with at least a ⅔ majority. Officers, members at large, and affiliates are permitted to vote at meetings, with each officer possessing one (1) vote.
Section II
When making decisions as a group in our meetings, a quorum shall consist of half the voting members of the board.
Article VII – ADVISORS
Section I
There shall be one or more full-time faculty/administration advisors who shall be members ex-officio with no voting privileges except in the case of a tie.
Section II
The advisor shall be selected based on availability and shall preferentially be a Latin teacher.
Article VIII – DISBURSEMENT OF FUNDS
Section I
All disbursements of funds must be approved by the faculty advisor of MGJCL.
Section II
Reimbursement of expenditures will only be accepted for members who have retained an original, itemized receipt and a description of the expenses incurred.
Section III
Any expenditure in excess of $50 must be approved by a majority of the organization officers.
Section IV
All financial transactions of the organization will be managed through the Mount Greylock Regional High School administration.
Article IX – AMENDMENTS
Section 1
The constitution may be amended by a vote of two-thirds or more of the MGJCL populous.
